Holding Tank vs Septic Tank: What's the Difference?

A holding tank stores all wastewater on-site with zero discharge to the ground. A septic tank treats wastewater and then releases the treated liquid (effluent) to a land application area. These are fundamentally different systems, not different sizes of the same thing. Confusing the two leads to serious problems, including overflowing waste, large pump-out bills, and Council compliance breaches.

What Is a Holding Tank?

A holding tank (also called a cesspit, pump-and-haul tank, or vault) is a sealed, watertight vessel that collects all wastewater from a property, blackwater (toilet waste) and often greywater, and stores it until it is pumped out by a licensed liquid waste contractor.

There is no treatment stage and no effluent discharge. 100% of the wastewater generated on the property accumulates in the tank until it is emptied.

Holding tanks require very frequent pump-outs, typically every 1 to 6 weeks for a full-time residence, depending on tank size and household occupancy. The pump-out frequency and ongoing cost is the defining characteristic of this system type.


What Is a Septic Tank?

A conventional septic tank is the first stage of an onsite treatment system. Wastewater flows into the tank, where solids (sludge) settle to the bottom, scum floats to the top, and the clarified liquid in the middle (primary effluent) flows out to a land application area, typically absorption trenches, leach drains, or drip irrigation lines.

The septic tank itself requires pump-out every 3-5 years to remove accumulated sludge. But between pump-outs, the system is continuously treating and dispersing wastewater without any intervention.

When Are Holding Tanks Used in NSW?

Given the ongoing pump-out cost, holding tanks are only used where a conventional septic system with land application is genuinely not feasible. On the Mid North Coast, that typically means:

Temporary Installations

Construction sites, events, and temporary worker accommodation may use large holding tanks where a permanent system is not warranted. These are the tanks you see behind portable toilet blocks at construction projects and festivals.

Very Constrained Sites with No Land Application Area

If a block is too small to accommodate the required setbacks and minimum land application area for a conventional septic, and an AWTS with drip irrigation is also not viable, a holding tank may be the only approved option. This is uncommon for residential properties but does occur in some commercial or small-lot situations.

Sites Near Sensitive Waterways

In extreme cases near very sensitive waterways where even Class A effluent discharge is not acceptable, Council or the EPA may require a holding tank with full pump-and-haul. This is rare for residential properties but can apply to commercial food operations near waterways.

Temporary Use During System Failure or Upgrade

When an existing septic system has failed and a replacement is being planned and approved, a temporary holding tank may be installed to manage wastewater in the interim. This avoids raw sewage discharge while the approval process runs its course.


Holding Tanks on Coastal Properties

Some constrained coastal properties in the Lake Cathie and Bonny Hills area have historically been issued approvals for holding tanks where lot size and waterway proximity made any land application approach impossible. On these properties, the pump-out cost is an ongoing reality of ownership that must be factored into budgets.

If you are buying a coastal property in the Port Macquarie area and discover it has a holding tank rather than a septic, get a clear understanding of the pump-out frequency and cost before you proceed. An annual pump-out bill of $8,000 to $15,000 changes the economics of the property significantly compared to a septic system requiring one pump-out every four years.


Running Costs: The Key Difference

This is where the holding tank vs septic decision comes into sharpest focus.

Holding tank example:

Septic tank example:

  • Annual cost (averaged): $100 to $140/year

This is not a minor difference. Over 10 years, a holding tank costs $80,000 to $150,000 more to operate than a conventional septic. Only extreme site constraints justify this ongoing expense, and even then, investigating whether an AWTS system with a small drip irrigation area might be feasible is always worth doing before defaulting to a holding tank.


Alarms and Monitoring

Holding tanks should have a high-level alarm, a float switch connected to an audible or visual alarm that warns you when the tank is reaching capacity. Without an alarm, you risk overflow.

Converting a Holding Tank to a Septic System

If your property has a holding tank and you have enough land to accommodate a land application area, converting to an AWTS or conventional septic system is financially attractive. The capital cost of a new system ($15,000 to $30,000) is typically recovered in 2-4 years of saved pump-out costs.

Maintenance Requirements

Holding tank maintenance:

  • Regular pump-outs (frequency depends on usage, track your fill rate)
  • Annual inspection of the tank structure, inlet pipe, and alarm system
  • Keep access lids clear and secure

Septic tank maintenance:

  • Pump-out every 3-5 years by a licensed contractor
  • Annual inspection of the land application area for signs of surfacing effluent
  • AWTS systems: quarterly servicing by an accredited provider

Is a holding tank the same as a septic tank? No. A holding tank is a sealed storage vessel, all waste stays in until pumped out.
