Pressure Sewer Systems: PMHC's Alternative to Septic in the Hastings Region

For many homeowners in the Port Macquarie-Hastings region, “connecting to town sewer” isn’t a realistic option, the gravity sewer network doesn’t reach their area and building the conventional infrastructure to do so would cost more than the properties it would serve. In these situations, PMHC and water utilities have increasingly offered pressure sewer as a low-cost infrastructure solution that provides reticulated wastewater disposal without the need for a deep gravity sewer network.

A pressure sewer system uses individual on-property pump units (“grinder pumps”) to macerate and pump household wastewater under pressure through a small-diameter pipe network to a central treatment facility. It’s a community sewer alternative for areas where gravity sewer is cost-prohibitive. Where PMHC or Essential Water is offering pressure sewer in your area, it typically replaces the need for on-site septic systems, and connection may be compulsory once the scheme is declared.

How pressure sewer works

Unlike a gravity sewer, which relies on sloped pipes and large-diameter collector mains, a pressure sewer system uses the hydraulic pressure created by individual household pumps to move wastewater through small-bore pipes (typically 40-63 mm diameter). This means:

  • Pipes can follow the terrain rather than requiring deep excavation for gradient
  • Infrastructure cost per property is dramatically lower than gravity sewer
  • The system can reach areas with difficult topography (coastal dunes, steep hinterland) that gravity sewer cannot economically serve

The on-property component consists of:

  • A grinder pump unit (an electrically driven macerator-pump in a small underground basin)
  • A small-diameter pressurised connection from the property to the street main
  • A control panel and alarm at the property

The street infrastructure is a network of small-diameter PE pipes running to a central pump station and then to the regional treatment facility.

When does PMHC offer pressure sewer?

PMHC (through Essential Water or direct Council water servicing schemes) identifies candidate areas for pressure sewer based on:

  • Environmental sensitivity: Areas where failing or aging septic systems are causing documented water quality impacts on receiving waterways or groundwater
  • Density of development: Areas with smaller lot sizes where achieving compliant OSSM setbacks is difficult or impossible
  • Cost-per-lot viability: Areas where the cost-per-lot for pressure sewer is below the threshold that makes it viable compared to ongoing septic management costs

In the Hastings region, pressure sewer schemes have been or are being developed for coastal communities in Lake Cathie, Bonny Hills, and parts of the Camden Haven area, areas where the combination of sensitive coastal environments, high water tables, and holiday rental activity makes on-site sewage management particularly challenging.

What connection to a pressure sewer scheme means for you

The scheme is declared: Once PMHC or the water utility declares a pressure sewer scheme for an area, properties within the scheme boundary are typically required to connect within a specified timeframe. Continued operation of an on-site septic system after the connection deadline is not permitted.

Upfront connection cost: The cost to connect varies by scheme. Some schemes bundle the on-property pump unit into the scheme cost (funded through a levy or charge); others require the property owner to fund their own grinder pump unit installation.

Ongoing charges: Once connected, you pay a sewage usage charge on your water bill, the same as any property connected to the reticulated sewer. This replaces the costs of pump-outs, AWTS service contracts, and OSSM compliance.

Your septic system: On connection, your existing septic system must be decommissioned (pumped out, broken or pierced to prevent future use, and backfilled). This is usually the property owner’s responsibility and is a condition of connection.

OSSM approval becomes irrelevant: Once connected to a community sewer scheme, you no longer have an OSSM operating approval obligation. Your existing OSSM approval is effectively superseded.

Pressure sewer vs continuing with septic: a cost comparison

For properties with aging septic systems facing significant upgrade costs, the availability of a pressure sewer scheme is an important decision point:

For many property owners facing a forced AWTS upgrade, pressure sewer connection (if available) is the more cost-effective solution.

When pressure sewer is not available or appropriate

Pressure sewer schemes are limited to declared areas. If you’re not in a declared scheme area, which covers most of the Hastings rural hinterland (Comboyne, Wauchope, King Creek, Beechwood), you cannot connect to pressure sewer regardless of your septic system’s condition. OSSM via septic or AWTS remains the only lawful option.

For properties in coastal communities (Lake Cathie, Camden Haven), this is worth checking proactively as schemes can be declared with limited public notice.

Is my grinder pump my responsibility or the utility’s?

This depends on the specific scheme. Some NSW pressure sewer schemes vest the grinder pump unit in the water utility, they own, maintain, and replace it at no additional cost to the property owner. Others require the property owner to maintain the unit. Confirm the ownership and maintenance model for your specific scheme before connecting.

What happens if the grinder pump fails?

If the pump unit fails, wastewater backs up into the property. Most pressure sewer schemes have 24-hour emergency repair obligations for the pump unit. In utility-managed schemes, you call the emergency number; in owner-maintained schemes, you arrange repair at your expense.

Can I refuse to connect to a declared pressure sewer scheme?

Generally no. Once a scheme is declared and connection is made available to your property, connection is typically compulsory within the specified timeframe under the relevant legislation. Refusal can result in Council orders and the costs of any enforcement action being passed to the property owner.
